Desmond Elliot on Wednesday, received his Certificate of Return, confirming his victory in the April 11 polls, in which he contested for a seat in the Lagos State House of Assembly. He was presented with the Certificate of Return along with other successful candidates, at a ceremony, which took place at the Lagos office of the Independent National Electoral Commission, in Yaba.
